So in this example, if DLC was cross platform compatible Paradox would be looking at someone who's continuing to enjoy their game and purchasing new content that was not previously available to them on the platform that they'd been playing on. The motivation is to do the opposite - they have already invested heavily in the console version, and it doesn't make economical sense to double their investment in the game just so that they can access a few extra pieces of content. So what is their motivation to start playing on the computer (and eventually purchasing the DLC that isn't available on the console?) There is no motivation. They obtained the base game for the computer, but were put off when they discovered that they do not have access to all of the DLC they can use on the console version.
